中国保税区作为促进经济发展的重要经济形式,在政府管理中存在的一些问题,阻碍了保税区功能效应的积极发挥。因此,河南省政府应通过健全保税区法律体系、明确功能定位、与城市功能建设协调发展、发展高新技术产业、向自由贸易区转型等措施,为郑州新郑综合保税区更好地发挥经济发展的桥头堡作用创造条件。

As an important economic form,China's Bonded Zone does play an important role in promoting economic development,but some of the problems existing in government management have hindered it to exert its full functional effects. Therefore,in order to make Zhengzhou Xinzheng Comprehensive Bonded Zone better play the role of economic development bridgehead,Henan provincial government should take a series of measures including to adopt a sound legal system,define functional positioning,coordinate with urban functions development,develop high-tech industries,the transition to a free trade zone and others,to create favorable conditions for Zhengzhou Xinzheng Comprehensive Bonded Zone development.
