党的十六大报告提出要不断促进社会主义物质文明、政治文明和精神文明的协调发展。在此基础上,党的十六届四中全会又提出了构建社会主义和谐社会的思想,而构建社会主义和谐社会的一个基本条件就是建立起有效保证和谐社会发展的运行机制,即认识协调机制,战略协调机制和保障协调机制,以保证社会的协调发展和良性互动。

In the report of the 16th Congress of the Communist Party,it is stated that socialist material,political and spiritual civilization will be developed coordinately and continuously,On the basis of which the 4th Plenary Session of 16th Central committee of the Party forward the idea about constructing socialist harmonious society.The construction of socialist harmonious society makes it necessary to set up the operative mechanism so as to guarantee the coordinate development and favorable interaction.
