随着市场经济的发展,政府购买公共服务开始成为转变政府职能、创新社会治理水平的重要途径。但现代社会是一个风险社会,如何规避不同主体关系链之间的风险是在推广该模式时需要考虑的问题。通过解剖成都市政府公共服务外包的具体过程,识别出不同主体在公共服务外包过程中存在的风险因素,试图从政府向社会组织购买服务涉及的行动者入手,构建社会组织承接政府公共服务外包的风险防范措施。

With the development of market economy,the government purchase of public services has become an important way to transform government functions and innovate the level of social governance. But the modern society is a risk society. How to avoid the risk of the relation chain connected with different subjects is a question that needs to be considered in the popularization of the model.By analyzing the specific process of Chengdu municipal government 's public service outsourcing we can identify different subjects facing risk factors in the process of public service outsourcing. This paper attempts to start with actors involving in service purchase of government to work out risk prevention measures when social organizations undertake the government's public service outsourcing.
