生成式人工智能的快速发展改变了科技伦理治理的深层逻辑,使得传统治理范式的局限性逐步显现。为此,有必要将快速应对场景变化的敏捷治理范式引入生成式人工智能科技伦理治理领域,以实现治理能力和治理水平的系统提升。在敏捷治理的价值目标方面,应恪守促进创新与防范风险相统一的治理态度,坚持制度规范与自我约束相结合的治理思路,确立快速、灵活应对科技伦理挑战的治理目标。在敏捷治理的实现路径方面,应健全多方参与、协同共治的敏捷治理体制,确立具有全面性、适应性、动态性特征的敏捷治理标准,形成事前、事中、事后全覆盖的敏捷治理框架,构建领域发展均衡、国际协同合作的敏捷治理体系。
Abstract:The rapid development of generative artificial intelligence has changed the deep logic of science and technology ethics governance, and makes the governance limitations of the traditional governance paradigm gradually appear. Therefore, it is necessary to introduce the agile governance paradigm that quickly responds to scene changes into the field of generative artificial intelligence technology ethics governance, so as to realize the systematic improvement of governance ability and governance level. In terms of the value goal of agile governance, we should abide by the governance attitude of promoting innovation and risk prevention, adhere to the governance idea of combining institutional norms with self-restraint, and establish the governance goal of quickly and flexibly responding to the challenges of science and technology ethics. In terms of the realization path of agile governance, we should improve the agile governance system with multi-party participation and collaborative co-governance, establish comprehensive, adaptive and dynamic agile governance standards, form an agile governance framework with full coverage in advance, during and after the event, and build an agile governance system with balanced development and international cooperation.
